David Fish

David Fish, CEO

David Fish is a specialist in commercial contract management with over 25 years’ experience across procurement, commercial management, contract and supplier management.

His background combines:

Legal, commercial and delivery expertise, including:

  • Master of Laws (LLM) in Commercial Law
  • Chartered Surveyor (MRICS)
  • Project Management (MAPM / APMP)

David has supported major UK programmes and organisations including HMRC, the Ministry of Justice, NHS England, HS2 and large-scale outsourcing and transformation environments.

He has held senior leadership roles across both buyer and supplier organisations, including Interim Commercial Director, Head of Contract Management and Commercial Consultant.

David is recognised for his ability to:

  • navigate complex commercial and contractual challenges
  • align stakeholders across competing interests
  • improve contract performance with live environments

He is also a former Cabinet Office Contract Management Accredited Assessor, reflecting recognised expertise in contract lifecycle management across significant and complex contractual arrangements.

As CEO, David leads Clear’s team of commercial contract management professionals and trusted associate consultants, bringing together specialist expertise across commercial management, contract management, procurement, supplier management and supply chain. This enables Clear to provide clients with senior-level support, depth of experience and the flexibility to scale expertise to meet the needs of each engagement.

David founded Clear to bring together experienced professionals focused on delivering practical commercial outcomes, strengthening client capability and leaving organisations in a stronger position than when engagements began.
